Wow, just wow!  You have obtained a stunning result using the effect shared with us by Frank.  This is fantastic proof that great tools are not enough to make great art; the artist is essential.

- Followed the tutorial.
- Kept the Saturation at +45.
- Applied an Adobe Paper Texture Pro (Sakura Skies, Multiply blending mode, 100% Opacity).
- Created the border with Filter Forge (Picture Fade Border Effects).

Just for fun wanted to see how this would work on a B/W image. I started with a high key image and then tried it on an image that was decidedly darker.
Although subtle,  I rather like the results on both images.

I think this effect has certainly added atmosphere to the dark image Helen.
