I had never seen this information before.

When looking at the screen, I am assuming the CPL needs be on the camera, or are you just holding the CPL in your hand ?

I would assume that it would be best to kill all other lights in the room so that they would not alter the true effect, right ?

No, you can just hold it with your fingers and turn it. And the lights don't have to be out. Consider that when you are using a CP you're usually outside in bright sun.
