Thanks for the comments - it not that difficult, just repetitive. However it is much easier in the full version, you can use Ctrl/Cmd+alt/Option+Shift+T. In Elements - The original layer is duplicated and transformed (90% and rotated 10 degrees). You do that until it's rotated 90 degree. Then you can selectively mask, add styles (drop shadow, stroke, bevel, season to taste and put whatever you want in the middle. You may want to apply the texture at the start.
