Lillias , nicely done! A night/stormy effect (with the different shades of blue) was a great choice for this starter image.

- Ran the file through Photo RAW (Sahara and Dark Night LUTs). - Applied an Art Cascadea texture (Paper Dream, Hue blending mode, 50% Opacity). - Applied an Adobe Paper Texture Pro (Sakura Skies, Multiply blending mode, 100% Opacity). - Applied the Lighting Effects filter.

Selected and modified lighthouse to start windmill blades removed additional shack
Duplicated and transformed and placed windmill blades
Luminar for one of my custom presets, LUT, sun ray’s and vignette
