Many thanks, Sepiana. I have never had anything to do with that section of the tools, before.

Sepiana - thanks for stepping in and helping out.
Sepiana - Nice take on Batman.
Tom - The effect worked great on that Image.
Margaret - great thinking - applying a cartoon effect on a cartoon.

Frank, great tutorial -- just a few steps, very interesting effect, and . . . room for tweaking. Lots of fun ahead! - Created the background with Filter Forge (Cross-stitch Pattern). - Created the frame effect with Filter Forge (Halftone Frame). - Image from Pixabay. This is a neat image, Sepiana! Unlike many of the comic filter effects, I notice that yours has smoother transitions between the color blocks. How did you manage that, and yet still keep it cartoony?

How did you manage that, and yet still keep it cartoony? harryllama, thanks! Glad to to hear that. It was managed by adjusting the Posterization setting when applying the Poster Edges filter. This setting can produce blocks of colors. The filter setting parameters for Posterization are --- Minimum 0 and Maximum 6 (default 2). Moving the slider to the right will smooth the transition between the blocks of colors. If you want to practice using the same image, here is the link to download it from Pixabay. pixabay.com/photos/isolated-woman-model-hat-young-1186137/

I didn't realize it but I really didn't use the fotofrank guide. I used the Graphic Novel filter in Elements with Blending mode set to Luminosity and I just discovered this is exclusive to Elements and not in Photoshop. As a result I was not able to write an action for this effect.
