BTW, the crop tool has been working today. See here. So far anyway ... Now the color picker is not working properly ... I use it constantly to color match my © CAS stamp. I reset preferences, shut down and restarted, but that did nothing. When I click on the foreground color to invoke the color picker tool, and then click somewhere dark-ish in the image, the "new" color appears in the color picker panel, however, there is usually no little round circle in the color window and that's important ... for me anyway. (See second image.) However, if I pick a light color, the circle will appear in the upper left (pure white) even though the correct color is displayed in the "new" window and the RGB color units correct. Methinks that update might be buggy. No one else seems to be seeing issues. So far, I have avoided Sepiana 's suggestion to " delete the Preferences file, run PSE 2021 as administrator -- to see if one of these will take care of the problem." Thanks for you help. Clive

Clive,
Just a quick question - Why does the Color Picker in the top example say Canvas Extension Colors, if you are selecting the foreground color?

Good point Frank. Thanks. I have no idea. Just tried to duplicate that. Will look again in 90 minutes...I'm on KP now.

I reset preferences, shut down and restarted, but that did nothing. So far, I have avoided Sepiana 's suggestion to delete the Preferences file, Clive, You already followed the suggestion I posted re the Crop tool in the other thread. The Preferences file is where Elements keeps track of your preferred settings. When you reset the Preferences file, this is what Elements does -- deletes the Preferences file and automatically generates a replacement file (with the settings restored to their defaults). Throughout the literature, these two terms -- r eset/delete - are used interchangeably. BTW, I have the same question as Frank. Clive, Just a quick question - Why does the Color Picker in the top example say Canvas Extension Colors, if you are selecting the foreground color? You should be seeing . . . Color Picker (Foreground Color).

Why does the Color Picker in the top example say Canvas Extension Colors, Frank and Sepiana: I just played around a bit and a unable to duplicate that message. I had not noticed that (rarely read the fine print) and do not know the sequence of events that would make that message appear. You can see in my second example that the Color Picker says "Foreground color" Sepiana: thanks for clarifying this " Throughout the literature, these two terms -- reset/delete - are used interchangeably." I will play with it a bit in a short while and repost. As noted, I use the color picker a lot as I try to match border colors, text colors and copyright stamp with hues in the image. What I am seeing is new to me...do not recall having this problem before. Thanks for your interest. Later, Clive

When you change canvas size and need to change colors, here... Then the color picker panel looks like this and "canvas extension color" appears.
Now I need to solve the missing "circle" in the color panel. I will play some more. In the above image see how the selected "NEW" color is a pale blue ... I selected the color of the sky to start. Yet see where the circle is: upper left which is white?!?!? Weird.

The color picker is still not functioning properly as it was before the update and has always worked in many versions of PSE. It is "easy" to work around, but not the way it should be. BTW, the cropping tool has worked properly for a couple of days now. When the color picker eyedropper is used to select a color in the image the actual color position is indicated by the small O .. then it is easy to shift ↑ ↓ → ← to get the hue and value desired. Here is a shot from PSE 2018.
But in 2021 ... nope. I'll deal with it later ... things to do today.

The Color Picker and the sampling circle are working as designed. I took the liberty of editing your thread title to include the Elements version. We have a few members who use this version; we need to get their attention and input. If the problem persists, I strongly suggest you post on the Adobe forums. They need to know about this, especially if it is indeed a bug introduced in this update.

Clive,
I think Methinks is right.
In my recently updated PSE2021, the color picker does not work properly, exactly as you describe. I did reset the tool, and changed the point sample, with no success. I went to Edit > Preferences > Display & Cursors > Other cursors, where I changed "Standard" to "Precise". No success either. I have not noticed how the color picker was behaving before the update. PSE14, which I still have installed, is fine.

As I said earlier, I don't have this problem (two copies of PSE 2020.1) The Color Picker is working the same way it did before this update.
I will give you the same advice I gave pontiac1940. If the problem persists, I strongly suggest you post on the Adobe forums. They need to know about this, especially if it is indeed a bug introduced in this update. Now, . . . Here is a band-aid fix, albeit a drastic one, that you and pontiac1940 may want to try. 1. Uninstall/reinstall (Reinstalling will get the original PSE 2021 version back, the one before the update.) 2. Immediately after launching PSE 2021, go to Edit>Preferences>Application Updates> Turn on . . . Enable "Remind me Later" for updates. You will still be prompted to update but now you can delay it while waiting for Adobe's solution. This will give you more control over the update process.

Seems to be a genuine issue with many. Someone just posted this on Adobe Community:
Confirming the same issue on maOS and photoshop elements 2021.
