Don’t know why but last night my PSE 2020 started crashing on my laptop. I have done all the problem solving that I know such as... Opening as Admin, resetting Preferences , manually deleting Adobe Photoshop Elements 18 Prefs.psp, rebooting PC all to no avail. As regards deleting the Prefs.psp file that did NOT regenerate again as I believe it is supposed to. However I have this version on my desktop so was able to obtain a copy of the Prefs file and paste it in. But that hasn't helped either. I have the original disc from which I installed this version of PSE...Soooo my question is, do I have to deactivate PSE first before uninstalling or can I just use the disc and hopefully overwrite the installation?
Any help would be appreciated.

I hope you can solve this problem quickly. It can be so frustrating when these things happen. I also have PSE 2020. Probably you do not need to sign out before unintalling and reinstalling on the same computer. But to be safe go to help/sign out. Then uninstall and reinstall and sign in with your Adobe ID. Then go to help/check for updates. I hope this helps. Please let us know how you get on.
Kind regards Chris

My understanding is that you don't need to deactivate when uninstalling and reinstalling on the same computer. The Adobe activation server will recognize the identification of your computer hardware. I think that most users do deactivate as a safety measure. Do you get any error message?

Thank you both for your responses and help. michelb - no I don't get any error messages all I get is a Crash Report box (see screen shot) which I haven't sent. I have to go out tonight so I may not get to this till tomorrow but I will report back eventually with my results.

I am glad to report that I am back in action with my PSE 2020 version. I followed the sign out route then uninstalled and reinstalled and was prompted to update which I did. In as far as I have tested it out everything appears to be working as it should. Time will tell. I will need to add back in some of the Actions I use but my brushes are all there and so is the plugins I had. So you could say I am a happy bunny.
