Hi, using PSE 13 and trying to reduce size of a hand within a picture. When I try to reduce it in some having used Quick selection, Move tool to reduce I am left with a black shadow of the larger hand. How can I avoid this please?

Making a selection and putting it on a new layer does not remove it from the original layer. You can clone it out on the original layer or create a blank layer between the two and do the cloning there. Make sure 'all layers' is selected in the tool bar at the top. I prefer the second method which allows you to do it over by replacing the layer until you like the result.

The key to the success of your project is to start with a clean and well-defined selection. I believe the Quick Selection tool was a good one to use. However, just making a selection is not enough. You need to fine-tune your selection. That’s where the Refine Edge command comes into play. It will allow you to remove the jagged edges around your selection (Smooth slider); soften the edges (Feather); and adjust the size of the selection (Shift Edge). This extra fine-tuning will help blend your selection with the background and, consequently, will make the cloning job easier.
BTW, starting with PSE11 Adobe introduced an updated Refine Edge feature (brought over from Photoshop). The Output section in the Refine Edge dialog gives you the choice of having your selection on its own layer. The end result is the same as if you use Ctrl-J (Cmmd-J on a Mac); Elements cuts out your selection and places it on its own layer.
