Elements users have always been able to identify layers by renaming them. Starting with Elements 15, Adobe introduced Color Code (brought over from Photoshop). Just right-click on the layer name and select a color from the drop-down menu.
You can also color code Layer Groups, another feature that was introduced in Elements 15.
