Until yesterday, I could view any photo I had d/l to my "Pictures" file just by clicking on it. As of last night, when I now click on a photo in my "Pictures" it automatically opens it in PS Elements 23 editor. I must have accidentally changed a setting somewhere? Can someone please tell me how to restore this to have my pix open/display in "Pictures" again? Thanks.

I'll stick my nose in here and recommend you get/install FREE FastStone and make that your default automatic viewer.
It does a multitude of other things and does them all well while being the best photo viewer, period.
You can associate it with Elements and several other programs and send photos from FastStone to your chosen editor/program; FastStone will open the program (if it isn't already open) and load your chosen photos.
You select one program to be the most used and it will open by pressing "E"; all other associated programs are selected from a drop-down menu or by key-board short-cuts.

JimBuckSkin is spot on. I can attest to FastStone. Outstanding. Use daily. When I shoot 500 photos of birds, I need a fast way to review them and select what I call the "first cut." FastStone works so well for this. Windows photo viewer is so slow when it comes to reviewing a lot of very large photo files. FastStone = Five Stars. ⭐️⭐️⭐️⭐️⭐️
