I know there is an easy way to get an Editor and/or Organizer icon on my desktop (Win 8.1) but I can't remember what it is or locate the instructions in the manual. At the moment I get both options up and then click whichever bit I want. Can anyone help please?

In Windows explorer, find the PSE program file. It will be in C:\Program Files\Adobe\Photoshop Elements 13 (look for the PSE file with the exe extension). Right click on it, and choose Sent To...desktop. This will create a shortcut that you can click on to send you directly to the editor.

ChrisAnn,
Here are the paths for the Organizer and the Editor .exe files for Elements 13. NOTE: Adobe changed the path to the Organizer .exe file some versions back.
C:\Program Files\Adobe\Elements 13 Organizer\PhotoshopElementsOrganizer.exe C:\Program Files\Adobe\Photoshop Elements 13\PhotoshopElementsEditor.exe

Thanks so much - done it. Now all I've got to do is remember that they are there.

You can edit the name under each icon by right clicking. Saves your sanity a bit.

Yes, I've done that - It's only a saving of a couple of clicks but I'm pleased to have it sorted (only taken about a year!)

Here is another way to tell Elements 13 how to launch itself. However, you have to decide how – via the Organizer or the Editor. Go to the Welcome Screen and click on Settings (the little gear icon) in the upper right corner of the Welcome Screen . This will bring up your choices. Then, chose either Organizer or Photo Editor. NOTE: The Welcome Screen will always be available to you (Help>Welcome Screen).

Ah! I knew I read somewhere that there was something reasonably straight-forward. But I am now happy with what I've got - both options as Icons. Depending on what I'm doing changes the program I want to use.
Thanks Sepiana

As a side note -- I don't use this Welcome Screen alternative. I locate the Editor .exe file and create a shortcut. You don't want to just locate the program and create a shortcut; this will launch the whole program. The shortcuts you create need to launch the Editor and/or the Organizer directly.
