While using PSE 2024 a popup invited me to try; "Adobe Elements on the web". The purpose is to provide a photo editing service while, "on the go"! You can learn about it here:

I tried a few of the, "moving overly" effects and was quite impressed. Evidently, it is available to licenced users of PSE 2023, 2024 and 2025. So there appears to be a 3 year cycle.
