A few days ago I had a Windows 7 update that included a graphics driver update; I automatically installed all 13 updates only to find that PPS 9.5 stopped working.
Remembering how insistent On One is about graphics I decided to roll back just the one graphics update ... this magically fixed the PPS problem.
The update that I disabled was for AMD Radeon™ HD 6450 Graphics.

It auto detects your video device and tells you if your driver needs updating. My crashing stopped after that, so perhaps it will work for you. (I now have new crashing issues, but for a different, unknown reason).

Thanks tpgettys, After I had PPS working I did go to AMD and discovered that I had the most recent driver installed. I'm really not certain what the update downloaded during Win update actuall consisted of, but I really don't care since I have the meost recent driver and PPS works. I hid the Windows AMD update
