As a rule of thumb, most of the promotion sales for Elements will start around mid-November in preparation for Black Friday.

do not have a Sams Club membership.... You can shop at Sam's Club without a membership; they have provisions in place for this kind of situation. The only downfall is that you will have to pay a 10% service fee. However, depending on the sale price for Elements 14, you may still come ahead.

Also, you can skip Sam's Club and go to Walmart. They sell this program and, just like their competitors, do offer promotion sales.

Elements 14 is already widely available. You can also check BestBuy, Adorama, B&H Photo Video, and Staples. However, promotion sales may not come up until next month.

If you are looking for the Digital Scrapper PSE deal at Costco, I believe I read DS isn't doing it this year. Check over at their site in case I misread.

As we are discussing Costco and Elements, I would like to add this information.
The "Special Edition" advertised by Costco is an Elements version which Adobe creates specially for Costco. In this version the option to upload your photos to Costco for printing is included. This option is not available in the "regular" versions sold by Adobe or other online/local retailers. From a technical point of view, there is no difference; it is the same version you get anywhere else.
