In version 13 and earlier, to post an image at a reasonable size I would go to Image | Resize | Image Size... and select smaller dimensions. However, with v14 when I do that the resolution increases so the file size remains the same. In the Image Size dialog it shows all 3 fields linked together (width, height resolution), but in v13 only the width and height are linked. Can this behavior be changed?

As far as I know, Adobe made no changes in the Image>Resize>Image Size command in Elements 14. As my screen shots show, there was no change in resolution when I reduced my image from 2523 x 3747 px to 808 x 1200 px. Also, only two fields are linked (Width and Height), the same way as it was in Elements 13.
NOTE: The only thing that comes to mind is . . . do you have Resample Image checked? If not, this may explain what is happening.

Yes; that was it! Thank you so much! That really highlights the problem with upgrades; the settings that were made so long ago don't come forward, and I don't remember what changes I had made.

I don't see this as a problem with upgrades. You just have to understand that a new version of Elements is not an upgrade to the previous version, in the way most software will define upgrades. Each version of Elements stands on its own, no relation to the previous one. Consequently, whatever changes you make to a version won't transfer to another one. Adobe's use of the term upgrade really has to do with previous ownership vs no ownership of this program and as this relates to the price you are asked to pay. Previous ownership of Elements? You are eligible to pay "Upgrade" price. No previous ownership of this program? You will be required to pay "Full" price.
