I have tried this several times on my Windows 10 Home Premium pc and Elements 13.
Note 14 updated to 14.1, on same machine.
Any comments please?

Same for me, but I was expecting this. If something has been changed since the installation of version 13.0, the updating manager will recognize this. There can be several reasons for this. For me, I was sure that installing the Camera Raw 9.2 version manually would cause such a problem. Whatever the reason, the solution is generally to uninstall and reinstall version 13.0 before running the 13.1 update. I am not in a hurry, I'll try that tomorrow and report back. Whatever the reason, the solution is generally to uninstall and reinstall version 13.0 before running the 13.1 update. Yes, I can confirm it. Uninstalling/reinstalling Elements 13 will do the trick. Anyway, it worked for me when I encountered this Update problem.

Tried unistall/reinstall still fails with szme error code.
I only tried because it is on my system. Actually use 14 which has successfully updated to 14.1.

Do you have anti-virus software running? If so, turn it off and try again to download 13.1.
Then remember to turn it back on.

Tried without anti-virus;no different.
Still does not really matter as I use 14 anyway.

You may be interested in this. I stumbled upon some troubleshooting which seems to indicate the culprit is the Elements 14.1 update. When you install this update, it causes Elements 13.1 to revert to Elements 13 and you cannot re-install the update. The blog is really devoted to Premiere Elements but there was a post on this issue.

Thanks Sepiana; Exactly my own experience. I only keep the version 13 for answering questions about that version, but I am not been able to update to 13.1 after going to 14.1.

I had not noticed this problem before because, like you, I only use Elements 13 for answering questions on it. However, when I checked, Elements 13.1 had reverted to Elements 13. A message pops up for the update but, when I try to install it, it fails.
