I know this was explained to me before, but maybe in the old Elements Village; anyway, I cannot find the discussion and instructions.
Stored away in my computer, I have found some Photoshop action zip-files that somehow got forgotten about and never installed.
I need a step-by-step set of instructions on how to start with the zip-file and end up with the action being available in my Elements 7 with Elements+

Here are the instructions.
NOTE: Before installing any action make sure that:
- Elements is closed. - Your folder options are set to show hidden files and folders. windows.microsoft.com/en-us/windows/show-hidden-files#show-hidden-files=windows-7
1. Go to the .zip folder.
2. Right-click on it and select Extract All.
3. Run the Compressed (Zipped) Folder Extraction Wizard.
4. Open the extracted action folder.
5. Copy the .atn, .xml, and .png files and paste them in the photo effects folder at the end of this path.
C:\ ProgramData\ Adobe\ Photoshop Elements\ 7.0\ Photo Creations\ photo effects 6. Delete the MediaDatabase.db3 file located at the end of this path.
C:\ ProgramData\ Adobe\ Photoshop Elements\ 7.0\ Locale\ en_US (or your locale)\ MediaDatabase.db3
7. Launch Elements. The program will rebuild and update the MediaDatabase.db3 file. Be patient; this process may take a few minutes.
8. In the Effects panel click on the 3rd icon from the left (Photo Effects). Next, click on the tiny downside arrow to bring up the drop-down menu. The action you installed will be there.
NOTE: Not all actions come with an .xml file. If an action has an .xml file, the action will be available in its own category (under its name) in Effects>Photo Effects. If an action doesn't have an .xml file, the action will be available in Effects>Photo Effects> . . . in the "Show All" category

Thank you VERY MUCH !!!
If I understand correctly, following those instructions makes the action available in the "effects" palette; the earlier instructions I had placed access to the actions in the "guided edit" screen.
I believe I prefer access being in the effects palette, thus they are available without having to leave full edit.

If you want to use the Action Player, copy/paste the .atn files only (no need to copy/paste the .png and .xml files) in the actions folder at the end of this path.
C:\Program Data\Adobe\Photoshop Elements\7.0\Locale\en_US (or your locale)\Workflow Panels\actions
Then, open Elements and the action you installed will be in the Action Player drop-down menu.
