Ornament Brushes vs. Decorative Fonts

I have been using Photoshop Elements for about a year and would like to duplicate the design on the inserted email.  I have never used decorative scroll designs before.  Would this be accomplished using a brush or could I use a decorative font?

Perhaps I am missing something, but the link you have inserted is not an email but gets you to etsy with a sale for a personalized cutting board - is the ornamental bit what you are trying to accomplish? If so, there are brushes that can do this.

Decorative scroll designs are available either as brushes or as fonts. Which one you choose to use depends on the nature of your project. I would suggest trying both.
