I was looking at this, photoshopelementsandmore.com/thread/593/snag-colour-off-webpageHad a issue with the fill where the colour was not the same as its taken place, so i did this to see if i could find the problem. I thought i would make a new file and fill it FF0000 then save it. I was then going to do the same but fill it FFFFFF and save it. I would use the tip from the above link a using the eyedropper tool i would select the red file and then fill the white file. I was then going to check the # number in the background/foreground palette. This was my problem following the link and also trying to fill the red file. When i filled it was not FF0000 but more like a pale pink,i had to then click on the file again & again say 4 times in all until the file looked anything like the red i selected FF0000 I cant remember this happening before,i would just fill and done ? Any advice please why fill is not working correctly.

A shot in the dark . . .
Are you by any chance using the Paint Bucket tool to fill your file with FF0000? If so, check the Opacity setting in the Tool Options bar. Make sure the Opacity is set to 100%. It you have reduced it, what you describe will happen -- "When i filled it was not FF0000 but more like a pale pink,i had to then click on the file again & again say 4 times in all until the file looked anything like the red i selected FF0000."

I've tried this method meself in the past & its not always that accurate with a picker, best way ive found is to right click on the page you want the color & choose 'view page source' then you can read the color from the script.

With paintbucket tool selected top left of page is reset tool. This did the job for me.

I have used this tool in Elements 4, 7, 10, 11, 12, 13, and 14. I don't find this tool being any more sensitive to sampling colors in more recent versions of Elements. I may be wrong but I don't believe Adobe has made any changes in this area. What I know is that they have renamed this tool. It was called the Eyedropper tool in earlier versions of Elements. It is called the Color Picker tool starting with Elements 11. Fortunately, the shortcut remains the same -- I.

Perhaps I don't need to point this out, but you do have the option with the color picker to sample a point, a 3x3 group of pixels or a 5x5 group. Just adding some more information for the benefit of new users of Elements.
When you use the default Point Sample setting, the Eyedropper/Color Picker tool selects the color of the exact pixel you click on. On the other hand, when you select the 3-pixel square average (3x3) or the 5-pixel square average (5x5) setting, this tool samples this block of pixels and then averages them. These two latter settings work really well when there is some pixel-to-pixel variation in a given color.
