I have had photoshop elements 7 for a very long time . I go to it a lot cause I'm used to it. I also have 13, which I have not learned. My problem. Elements 7 has been giving me some trouble starting and sometimes just closing. Today it would not open at all.So I uninstalled it. Now I cannot get it re-installed. I use windows 7.I keep getting this message "Windows installer service could not be accessed. This can occur if the windows installer is not correctly installed. Contact your support personel for assistance". I have also had windows 7 for a long time. Can anyone tell me what this means or how to fix it? This happened within the last hour.

I may be wrong (and, if I am, someone please correct me) but I am afraid this is not an Elements issue but a Windows one. It looks like the Windows Installer Service is not running. Here are three ways to deal with this error message. Method 1 involves making changes in the Registry. Unless you know your way around the Registry, I strongly recommend you don't try this method. Deleting the wrong Registry key can cause havoc on your system. Try the other two methods.
support.microsoft.com/en-us/kb/2642495 If the problem doesn't get fixed, I would suggest you post in the Windows 7 forum. www.sevenforums.com/
As a side note -- Next time Elements doesn't start, stops responding, etc., please, don't uninstall this program. Uninstalling it should be your last resort. There are other ways to address this issue in a less drastic fashion.

You are right. It is not an elements problem. I was so flustered cause I could not getit to work, I jumped to the conclusion it was software fault. I did some thinking and checking and remembered I had done some disabling in the task manager. I checked all I could remember and found I had disabled the installer. I fixed it and elements installed without a problem. Thanks to all who offered help. Thanks for letting me sound off also.

You are most welcome! Glad to hear the culprit was the Windows Installer Service as I suggested and not Elements itself. BTW, in this situation it would have done you no good to download a replacement installer for Elements 7 from Adobe. You would be getting the same error message and you would not be able to install Elements.
