I have some forms on my web site which i have placed a background image behind them just to make it look a little better than just being plain. One image on the pc did not quite go down the page enough thus showing the form with then a white background. I stretched the image a touch and now this issue has been sorted. Having said that when looking on the ipad all forms show a white background at the bottom. Is there anything i can do to fix this. See attached image.

I am not sure I understand what happened but it looks like the white background you are seeing behind the form is from the photo you stretched. It looks like you didn't save it in a format which supports background transparency (GIF, PNG, PSD, TIFF). Do you still have a layered version of your photo? Could you post a screen shot of the Layers stack?

I am not sure about this, but it sounds very much like the issue has to do web page design, not Photoshop Elements.

I had the issue also on PC so after stretching the image the PC is now fine. Also the 3 other forms/background images are fine on PC but show white lower section of screen on iPad. Thiese images have not been touched.

I remember reading somewhere that, when you use iOS/Safari Mobile, this can happen -- you can lose background transparency for your images. I remember the suggestions ranged from saving the file as GIF and/or doing some resetting of Safari preferences. Anyway, if you need timely and expert help, I strongly recommend you post in the Apple/iPad forums or in the Safari forum.
