Question: I am following a tutorial which requires reducing a layer’s Fill Opacity. I can’t find this feature in Elements. Any ideas?
Answer:
It looks like the tutorial was written for Photoshop. Fill Opacity is not available in Elements. Only Opacity is available.
Opacity -- Affects layer styles and blending modes applied to a layer.
Fill opacity-- Affects only pixels, shapes, or text on a layer without affecting the opacity of layer effects such as drop shadows.
Elements users have these possible workarounds:

2. Install Elements+, an add-on created by one of our members, Andrei Doubrovski.

You can apply styles to a "white" filled shape/object and set the blend mode to multiple and it is the same as setting the fill to zero.

The way I've done this on non Styled fills is to select the fill or area I want reduced, set the eraser tool to the desired % and erase that area without letting up on the mouse button. You can also increase the eraser size so you can do it with one click. Only the selected (marqueed) area will be reduced. It only works on Styled fills if you Simplify it first.
