Question:
I am following a tutorial written for Photoshop which involves creating a Vibrance adjustment layer. Elements doesn't offer this feature. Is there a workaround?
Answer:
Yes, indeed.
You can use the Vibrance adjustment available in the Quick Edit Mode. 1. Go to Quick Edit > Color. 2. Click on the Vibrance tab. 3. Adjust the slider. (You can also click on the preset thumbnails.) 4. Switch to the Expert mode to continue following the tutorial.
OR
You can use an add-on created by Andrei Doubrovski.

Maybe E+ for E7 lacks this feature; when I open Color and Tone and check Show all Commands, I am not seeing any Vibrance option. Am I looking in the wrong place ?

According to the Feature/Photoshop Elements Version chart, Vibrance is not available in the Elements+ version for PSE 7. It is included in Elements+ for PSE 8 and above.

Thanks; I figured it was something like that.
I have Vibrance adjustments in several of our other programs; and now, after reading the explanation in the E+ link, I better understand just what it is that changing Vibrance is all about.
