I have stumbled across this "anomaly" while looking at the exif data in some jpg files using exiftools to see if a colour profile is embedded.
I am using PSE 14 in Windows 7 SP1.
I am sure most people are aware there are multiple ways to save images from the PSE editor. Two options are:
1. File->Save As
2. File->Save For Web
Both options present the choice in their dialogue box to embed a colour profile into the saved image (which should always be done btw), but each method behaves differently if you choose to embed a colour profile.
File->Save As will embed the custom profile I have set for my monitor.
File->Save For Web will ignore any custom profile I have set for my monitor and embed the default system colour profile that came with my Windows 7 OS (sRGB).
Using Gamutvision to view my custom colour space overlayed onto the system's sRGB colour space, I see they are similar. So in my case whether I use File->Save As or File->Save For Web is not a huge issue, but if the colour spaces were significantly different then it could be an issue.
To increase the possibility anyone viewing your image online will see the same colours as you see on your screen, you must embed the actual colour space profile you used to create the image.
Just something to keep in mind if colour management for online image display is important to you .
