These commands at the top of the Organizer screen don't respond when click in the Organizer screen when that screen is first opened from the Home screen.
I find that I must go to the upper right of the Organizer screen and click on one of the screen icons, and then slightly drag the screen down from the top. Then, and only then do the File, Edit, Find, View, Help commands respond.
No other of the dozens of programs I use on my computer for years do this. Not even does my Elements 9 do this. I therefor consider this to be a bug in this program.
Does anyone else experience that problem with Elements 2021?

I have PSE 2021 installed on two computers (Windows 10); I have not experienced this problem. Hopefully someone else can shed some light on this. Hang in there!

A new issue, related to the frozen top pull-downs discussed above is this: When first opening the Organizer from Home, my cursor became invisible. It still worked - I could tell from moving it around to highlight an icon, but it remained invisible for as long as the Organizer screen was at its maximum size. When I reduced the size by clicking the upper right window size box, the cursor became visible again. Sum Ting Wong!

We need to rule out some variables. Is this problem with the cursor happening only in the Organizer? Have you noticed anything like this when you are in the Editor?

Yes, only occurs in Organizer. The Organizer ALWAYS opens full size. The Photo Editor ALWAYS opens a bit less than full size, leaving an inch to half an inch of screen space around its perimeter. The "double blip" loading of the Organizer to FULL SIZE seems to be a coincident indicator of the problem. There has never been a problem with the Photo Editor, neither the top pull-downs freezing nor the cursor disappearing nor the "double blip" loading. The Photo Editor has been PERFECT.
I wonder if reinstalling E2021 might resolve. Will all my catalogs, etc. etc. be saved if I did that?

No one else is reporting having this issue.

I can't speak for the outcome of your files/catalog; that is best addressed by those better learned in such. As to the uninstall/reinstall issue, occasionally I have had a program that for whatever reason was not behaving correctly; and, instead of uninstalling/reinstalling, I have ran the installation file right on top of the installed program. When running the installer over an already installed program, for best results follow the install immediately with a restart of the machine. Installing over an already installed program is often called a "repair install" and usually does just that = repairs the program. Either way, it is best to close out all other programs, browsers, and such; although I have ran installers many times without closing anything and not noticed any ill effects.

My advice is to try the solutions in the Adobe doc link provided by Sepiana. Similar issues are rare and probably very dependent on your hardware (display, GPU...) There is not much feedback from users, but it seems the disabling 'hiding the taskbar' workaround does work in a number of cases.
It would be interesting to test if they do appear when you plug in another common display type, such as a TV set with an HDMI cable.

Thanks, Solution #1 solved the "double screen loading, cursor, and unresponsive pull down menu" issue upon opening the Organizer:
"Right-click the taskbar, choose Properties, and deselect Auto-hide the taskbar."
Except in my version of Windows 10, instead of "Properties", it's called "Taskbar Settings." The "tablet" control was already "off." It's odd that the ONLY program that setting impacted, out of the dozens of programs I've used on Windows 10 over the past 5 years is Elements. But solution found and it worked. FWIW, my monitor is a 24" LG TV plugged in via HDMI cable.

What are the chances that Adobe will fix this "bug/conflict" in the opening of the Organizer in the 2021 version any time soon? Or do they tend to ignore such things. What is the chance that it is some form of "feature" that most of us haven't figured out a reason for yet?
