Back in PSE 11, Adobe introduced a new Refine Edge brought over from Photoshop.
There have been reports of both the Refine Radius tool and the Erase Refinements tool displaying this behavior -- the cursor has turned into a circle with a slash across it and you can't fine-tune your selection.
If this happens to you, just do this, . . .
1. Take a look at the Show Original view mode.
2. Turn off this view mode.
This fix will work in PSE 11 and later versions.
I turned on Show Original; my cursor turned into a circle with a slash across it. I turned if off; the cursor corrected itself.
