Adobe calls it PSE 2021.2 Help/About doesn't call it 2021.2. Bug fixes.
Correction from Sepiana: 2021.3

Moto, Thanks for the heads up! When I launched PSE 2021, the message below popped up. NOTE: If one doesn't get this pop-up, go to Help>Updates. It should now be activated as explained in Help>Updates -- A Change.

Moto and SepianaYes, the update pop-up appeared when I started PSE 2021 this morning. I wanted to wait and see what this was about (after the February update issues ) , but it did not offer an escape route. So I let it install. Shall see. Clive

I wanted to wait and see what this was about . . . but it did not offer an escape route. This will help you with future PSE updates . . . By default, you get two options -- Install Now and Install on Exit. However, Adobe has provisions in place for you to add one more option -- Remind me later.Go to Edit>Preferences>Application Updates> Turn on . . . Enable "Remind me Later" for updates. You will still be prompted to update but now you can delay it. This will give you more control over the update process.

Update on my Mac. After switching to Notify me and Enable reminders and closing the program, when I restarted Updates was no longer blacked out and now I have 2021.3

Glad to 'hear' that others have made this update. I can only enter an infinite loop of forced quits if I open the app. I am in the process of sending a missive to Adobe but won't be holding my breath for any help, much less an answer. I also tried the "Chat" function which can find no solution and then decides "We are closed. Please try again later." I apologize if I upset their robot with difficult questions.

I also tried the "Chat" function which can find no solution and then decides "We are closed. Please try again later." I apologize if I upset their robot with difficult questions. I am not a Mac user and the message you get is definitely one of the glitches which already appeared in previous updates for Macs. I can only suggest you wait for answers by either one of the few Mac expert fellow users in the Adobe forum (or hopefully) by an Adobe staff member. I am sure there will be more attendance next week. You can alway try another chat session on office hours.
About the logic of versions, there is nothing wrong: each yearly version of PSE as well as other Adobe software is incremented as usual. The new logic of naming new software by a name including the year is marketing trend followed by many manufacturers and editors. Just look at smartphones. The build number includes the date the software was published in the YYYYMMDD part of the build number. That's what you are invited to check when a new version is published.
There is indeed something very wrong in the way the 'point' versions like PSE 2021.3 are mentioned by Adobe: wrong point number in the updating dialogs and missing point number in the 'about' help options. Plus some point options only concern Macs... Just trust the build versions and check the possible fixed issues. In the case of the latest update, only the option to manage print margins has been changed. Totally useless for me.

michelb, I did go back to Adobe Chat this afternoon. TL;DR, I now have PSE updated! I first did some more web searching and found several Adobe responses pointing to an "Adobe Update Helper.app deep inside the OS Library. Alas, I could not get it to run. I then decided to try the no-working URL in Firefox. Still no joy. At last I started a chat and 'argued' a few minutes with the AI robot until it relented by contacting a human. It then took a while to convince that person that this was not a Creative Cloud/full Photoshop/Elements Premiere app. Finally got passed on to a PS Elements tech and gave him my lic. info and got the point across that the 2021.3 updater was not working and that PSE had to be kicked in the teeth to get out of the infinite loop Now, we are about 10 minutes into this chat and I see an "Adobe Updater" window pop up! My chat-mate even agreed to stay with me while the updater did its thing. I think that is "above and beyond"! I just finished an Adobe survey giving "Bhoomika" an 'at-a-boy'. First thing I checked was the build number. I then checked to see that the "Update" item was greyed out. Still no idea as to why things did not work one day and even today things seemed to be operating without direct access/input from me. Oh well...
