Berie, not sure if any of these would work for you but they are very reasonable. She offers some wonderful textures as well.

Berie, These impasto brushes/textures by John Derry have been highly recommended in other forums. The set also includes layer styles (impasto and varnish). Video tutorials are also included. -- John's Impasto!

I found a technique that does a pretty good job, but it takes quite a bit of detail work.

Berie,
I know you are looking for brushes but, . . . if you are really into digital painting, I highly recommend Dynamic Auto Painter (standalone). It is worth every penny. I got it following a recommendation by Barbara Brundage. Also, you can supplement the built-in presets with freebies from DAP Café. You may want to download their free trial and test the waters.

First I want to thank everyone for taking the time to help me. What a wonderful group of people on this site. French Kiss: although watercolor brushes, not oil, I did buy some as they look like they'd be fun to play around with. I like the watercolor effect very much. Arista Impresso: I'm still thinking about. It is the only one suggested that works on Mac. All the rest are Windows only. Tom: I like the first sunflower picture very much. That is the effect I'm after. Could you possibly tell me the technique you followed? Again, thank you all very much. I don't know what I'd do with out you. Berie

Here you go Berie: impasto techniqueIt was written for PS, but everything mentioned exists in PSE! The thing that wasn't clear initially is that you have to keep turning the ground layer visibility on and off again to actually see what you have made so far. The painting you are creating is on the layer that is initially blank. Note: you can see the directions, but if you wish to see the attachments you will need to register (no cost; just another forum!).

Berie,
Following on Tom's steps . . .
Here is another tutorial using the Smudge Brush -- From Photo to Painting with the Smudge Brush. This tutorial is written for Photoshop. Elements users need to do the following tweaking.
Curves Adjustment -- If you have Grant's Tools, they include Curves. Or you can use Elements' Adjust Color Curves command. Or just use a Levels adjustment.
Color Balance Adjustment -- Use a Hue/Saturation adjustment and select the appropriate Channel (Reds, Blues, etc.) to adjust a specific color.
NOTE: If you want to create a more impasto-like effect, you can apply a raised-effect texture -- shadowhousecreations.blogspot.com/2011/09/raised-effect-textures.html.

Sepiana -
Unfortunately, the raised-effect texture files that were offered with that tutorial are no longer available.

I think they are Craig; ignore the Download Here: link and click Raised Effect Textures.zip instead.

Ha. Just like me to click the two links that don't work, and not the one that does.
Thanks.
