I am feeling really bad about having posted this thread and now learning about all these problems. So, I am trying to redeem myself. There has to be an explanation. Why did my copy of Elements 13 update to ACR 9.1 via Help/Updates? Did it happen because I also have Photoshop CC 2015? It can't be; Elements is not part of the Creative Cloud. I got two separate (independent) "alerts" for this update, one for Elements and one for PS CC. This thread in the Adobe Photoshop Elements forum may explain why some Elements 13 users got the ACR 9.1 update and others didn't -- a possible Adobe glitch.

Don't feel bad! One would assume (mistake on all our parts at one point or another) that Adobe would have their act together and things would run correctly. ~bruce.

cant update from 9 to raw 9.1 in elements 13 Well IMO you shouldn't feel bad about keeping the community informed. I learned by attempting to have my ACR upgraded and reading about it! When you run the Adobe Camera Raw installer referenced by Sepiana it installs the ACR 9.1 plugin in two folders, one for CC and on for CS6 (C:\Program Files\Common Files\Adobe\Plugins\{CC and CS6}\File Formats. You have to go to C:\Program Files\Common Files\Adobe\Plugins\{Elements 13}\File Formats and delete or move the old .8bi file and copy the new .8bi file here. Then you have ACR 9.1.
Adobe apparently doesn't want elements users to have ACR 9.1.

I was idly wondering if that was so, since the install completed successfully but Elements didn't see it, and it seemed unlikely that they didn't place the .8bi file in the right folder.

I am not sure this is the case. I have ACR 9.1 in Elements 13 and it got installed through Help>Updates.
BTW, the same thing happened with the release of ACR 9.0. It looks like it is an Adobe glitch repeating itself. See R Kelly's explanation in this thread in the Adobe Photoshop Elements forum.

Yes, my copy of Elements 13 got updated to ACR 9.0 through the automatic update notification but I never did get a notification for 9.1. I really do think Adobe changed their mind in mid-stream. A reason may be that they discovered how easy it is to enable the new dehaze function from simple editing of the .xmp files.

Well, this is a very important issue for me. I just bought a new camera and version 9 does not recognize my RAW files. I really like to shoot raw and to convert and edit the RAW file with PSE. At present I am unable to do that because although I have updated PSE, I still have version 9. Does anyone know if it is possible to edit the EXIF info on the RAW file to a different camera? I have a feeling that the Panasonic G7 files are the same as the Panasonic G6 files. Or does anyone have any other ideas? Is there any way to contact Adobe and see if they mean for PSE to get version 9.1 or are we stuck with speculation?
Thanks all. Glad I found this forum. I have a feeling I will be needing it.

If Adobe has not released the ACR 9.1 update for Elements 13 by now, I doubt they will do it. If they stick to their release schedule, Elements 14 should be here in September and it will come with the latest ACR update installed.
Here is a possibility -- You can convert the Panasonic G7's Raw files to the non-proprietary DNG format using Adobe's free DNG Converter. Once your Raw files have been converted to DNG, they should open in the Raw Converter in Elements.

I was able to update to 9.1 but I had Photoshop cc so I just copy and pasted from one folder to elements folder, so I don't know if that made a difference. Also you could look at a plugin called metaraw from the plugin site which probably has your camera listed and this works with your existing elements raw converter.
